Basic pay at the fitment factors being discussed
The minimum basic (Rs. 18,000 now) and a Level 10 entry basic (Rs. 56,100) multiplied by each factor, with the change in monthly pay for the Level 10 basic in a class X city once DA restarts at zero and HRA at 24%.
| Fitment factor | New minimum basic | New basic for Rs. 56,100 | Pay with HRA | Change in pay |
|---|---|---|---|---|
| 1.83 | Rs. 32,940 | Rs. 1,02,663 | Rs. 1,27,302 | +19.4% |
| 1.92 | Rs. 34,560 | Rs. 1,07,712 | Rs. 1,33,563 | +25.3% |
| 2.28 | Rs. 41,040 | Rs. 1,27,908 | Rs. 1,58,606 | +48.8% |
| 2.57 | Rs. 46,260 | Rs. 1,44,177 | Rs. 1,78,779 | +67.7% |
| 2.86 | Rs. 51,480 | Rs. 1,60,446 | Rs. 1,98,953 | +86.7% |
Pay now for the Level 10 basic is Rs. 56,100 x (1 + 60% DA + 30% HRA) = Rs. 1,06,590. The factors are estimates from reports, not decisions, and 2.57 was the 7th Pay Commission factor. The real new basic will come from a new pay matrix.
Why the fitment factor isn't the pay rise
Each pay commission multiplies today's basic pay by a fitment factor, and dearness allowance restarts at zero. With DA at 60%, a factor of 1.60 only gives back today's basic + DA; the real rise is whatever the factor adds above that. At a factor of 2.28 on a basic of Rs. 56,100, the new basic is Rs. 1,27,908, and with HRA at 24% in a class X city the monthly pay goes from Rs. 1,06,590 to Rs. 1,58,606, about 49% more.
Where the 8th Pay Commission stands
The Department of Expenditure set up the 8th Central Pay Commission on 3 November 2025, chaired by Justice Ranjana Prakash Desai, with 18 months to report. Its award would normally apply from 1 January 2026, which would mean arrears once it is accepted. The fitment factor has not been decided; figures from about 1.83 to 2.86 are discussed in reports, and the 7th Pay Commission used 2.57. This page is a what-if for any factor, not a forecast.
Frequently asked questions
What will the fitment factor be in the 8th Pay Commission?
It has not been decided. The commission was set up in November 2025 and has 18 months to report. Reported estimates range from about 1.83 to 2.86; the 7th Pay Commission's factor was 2.57. Use the calculator to see your pay at any factor.
When will the 8th Pay Commission be implemented?
Its recommendations would normally apply from 1 January 2026, but they take effect only once the government accepts them, after the report due within 18 months of November 2025. Pay from 1 January 2026 up to that point would then come as arrears.
What happens to DA in a new pay commission?
It restarts at zero on the new basic pay, because the new basic already absorbs the DA built up since the last commission. That is why a factor equal to 1 + today's DA rate (1.60 at 60% DA) only matches today's basic + DA.
What would the minimum basic pay be?
The 7th Pay Commission's minimum basic is Rs. 18,000. Multiplied by the fitment factor, that would be Rs. 32,940 at 1.83, Rs. 41,040 at 2.28 and Rs. 51,480 at 2.86.
