Answer rate does not change cost per outcome because it scales cost and outcomes together. Completion rate and call length do: halving completion nearly doubles the cost of every result you actually get.
A voice AI cost calculator translates the per-minute price every conversational-voice vendor quotes into the number that actually governs a deployment's economics: the cost per call that successfully completes its task. Voice AI is sold by the minute, typically a model or platform rate plus a separate telephony charge. That framing is convenient for vendors and misleading for buyers, because minutes are consumed by calls that fail — and a failed call produces cost without value.
The calculation follows a funnel. Of the calls you dial, only a fraction are answered; unanswered dials cost little but shrink the denominator of everything that follows. Answered calls run for an average duration and are billed at the combined model-plus-telephony per-minute rate, which is where nearly all the spend lands. From those connected calls, some fraction transfers to a human — the AI consumed minutes and still needed a person — and of the calls that stay with the AI, only some complete the task the call existed to accomplish. Multiplying through gives the count of genuine successes, and dividing total cost by that count produces cost per successful outcome. The calculator reports this alongside the raw per-minute rate and cost per connected call, so the gap is visible rather than assumed.
That gap is routinely several multiples. A deployment paying about ten cents a minute can easily be paying several dollars per completed outcome once a 60% answer rate, a 25% transfer rate, and an 80% completion rate compound. This is exactly the point the source research makes about voice AI: cost per minute is not the product, and a serious analysis must include answer rate, transfer, retry, telephony, latency, and completion. It also reframes optimization. Shaving the per-minute rate is the obvious lever and usually the weakest one; lifting answer rate, reducing transfers, and improving completion move the cost per outcome far more, because they multiply the denominator rather than shaving the numerator. Use this to compare vendors on outcomes rather than rate cards, to set a defensible target cost per outcome before a pilot, and to identify which funnel stage is actually destroying your economics. It models direct call cost only and excludes build and integration time, QA of call quality, and the brand cost of a bad automated conversation.
Optimize the funnel, not the rate card
Cutting your per-minute rate 20% cuts cost per outcome 20%. Lifting task completion from 60% to 80% cuts it 25%, and halving your transfer rate can do more still — because those changes multiply the number of successes rather than shaving the price of minutes. Negotiate the rate, but engineer the funnel; that's where the order-of-magnitude improvements live.
Unanswered calls are cheap; transferred calls are not
A dial nobody picks up costs almost nothing, so a low answer rate mostly limits throughput. A transfer is far worse: you paid for the full AI conversation and then paid a human to handle it anyway. When cost per outcome looks bad, check the transfer rate before blaming the vendor's per-minute price.

Why not just compare vendors on cost per minute?
Because minutes aren't what you're buying. A vendor with a lower per-minute rate but a worse completion rate or a higher transfer rate can easily cost more per actual outcome. Cost per minute is a rate card; cost per successful outcome is the price of the thing you actually wanted.
What counts as a 'successful outcome'?
Whatever the call existed to achieve — a booking made, a payment collected, a question answered without escalation, a lead qualified. Define it before you measure, and make sure a call that transferred to a human doesn't get counted as an AI success; that's the most common way these numbers get flattered.
